						<title><![CDATA[Polk County Plans as for the Future as People Move Here in Droves]]></title>
						<description><![CDATA[<p dir="ltr">Polk County&rsquo;s business-friendly atmosphere, inviting communities, sunny days and quality of life continue to attract new residents, ranking Polk No. 1 in Florida&rsquo;s net migration &ndash; people moving here from other states.</p><p dir="ltr">Polk County ranked No. 8 in net migration in the country, drawing more than 17,000 people in a year. The county has grown 20% in the last decade, from roughly 600,000 when the U.S. Census was taken in 2010 to about 725,000 in July 2019, the latest data available.</p><p dir="ltr">The state of Florida was No. 1 in net migration in 2019, attracting more than an estimated 600,000 people moving to the state, according to the U.S. Census, with Lee and Pasco counties also ranking in the top 10 nationally. Florida&rsquo;s overall population now exceeds 21 million.</p><p dir="ltr">More people bring more opportunities, and the Central Florida Development Council is working to attract new businesses and industry to our county. With more than 10 million people and thousands of businesses in a 100-mile radius of the county, businesses have a ready-made audience to sell or deliver their products to. Add to that a talented and plentiful workforce, colleges that are willing to partner with industry and a top-rate transportation system, among other things, and it&rsquo;s easy to find many reasons for businesses to locate or expand here.</p><p dir="ltr">But what we have isn&rsquo;t enough to meet the demands of our growing population. That&rsquo;s why we must improve our infrastructure now, whether it&rsquo;s roads, water, sewer and electric systems, or even schools. The Polk Regional Water Cooperative (PRWC), the Central Polk Parkway and Polk County Schools, not to mention our cities and county governments, are already doing that.</p><p dir="ltr"><img src="https://www.acresidential.com/images/blog/polk-county-plans.jpg" width="354" height="212" class="fr-fic fr-dii" data-urlrel="/images/blog/polk-county-plans.jpg"></p><p dir="ltr">&ldquo;Planning, collaboration and innovative thinking are important as we continue to make Polk County Florida&rsquo;s Best Place for Business and residents,&rdquo; says Commissioner George Lindsey, Polk County Board of County Commission liaison for the CFDC. &ldquo;Advancing projects that ensure Polk leads the way in strong infrastructure better equips our businesses and residents for success.&rdquo;</p><h3>Central Polk Parkway</h3><p dir="ltr">Florida&rsquo;s Turnpike Enterprise (FTE) is developing a new toll road (SR 570B) to alleviate traffic on the eastern side of the county. The 6-mile Central Polk Parkway will stretch from the Polk Parkway&rsquo;s Winter Lake Road exit to U.S. 17. It is expected to open in 2024 or 2025.</p><p dir="ltr">The FTE is integrating &ldquo;emerging technologies that can help reduce congestion, create mobility choices, minimize environmental impacts and improve safety,&rdquo; according to its website. &ldquo;FTE also recognizes that connected and automated vehicle technologies hold unprecedented opportunities for enhancing mobility and increasing safety on our roads&rdquo;</p><p dir="ltr">Enhanced transportation opportunities, especially for trucking, is critical to companies already located here. Amazon, WalMart, Publix, O&rsquo;Reilly Auto Parts and others use distribution centers and warehouses to store and prepare their products for shipping. At the central crossroads of the state &mdash; east/west and north/south &mdash; our highways, rail system and airports provide easy access.</p><h3>Polk Regional Water Cooperative</h3><p dir="ltr">Polk County&rsquo;s continued growth will place an ever-increasing demand on the limited and regulated resource of water supply. &ldquo;Conservation is an integral component to a water supply plan,&rdquo; said Mayor Eugene Fultz, Chair of the&nbsp;<a href="https://prwcwater.org/" target="_blank">Polk Regional Water Cooperative</a> (PRWC). &ldquo;However, the need to diversify the County&rsquo;s supply options must begin now to meet the growth.&rdquo;</p><p dir="ltr">To address the growth, the County and 15 municipalities formed a water cooperative to identify alternative water resources and projects to ensure the future sustainability of our regional water supply in order to meet long-term water demands.</p><p dir="ltr">The cooperative is working to complete feasibility studies as well as project design reports to help determine future infrastructure needs. This planning work will help guide strategy and investment into the next 20 years and more. &ldquo;By having a reliable water supply capable of servicing both residential and commercial growth, Polk County can and will continue to be an ideal location for companies and their employees,&rdquo; says Ryan Taylor, Deputy County Manager and Executive Director for the PRWC.</p><p dir="ltr">Alternative water supply is not inexpensive. To meet the challenge of funding projects, the PRWC continues to work with the State Legislature for funding assistance through the Heartland Headwaters Protection and Sustainability Act. Through the Act, the Cooperative acts as the clearinghouse for all water related projects within the County. This prioritized list is provided to the Polk delegation for support of appropriation requests.</p><h3>Polk County Public Schools</h3><p dir="ltr">The School District, already the seventh-largest in Florida and among the 30 largest districts in the U.S., is nearing completion on two new schools. Davenport High School and a new elementary school in Davenport that has yet to be named, are scheduled to open in August 2021.</p><p dir="ltr">The 126,834 square foot elementary school will serve 1,000 students in East Polk County, which has seen much growth in the past decade.</p><h3>Responsible Growth</h3><p dir="ltr">Likely sitting at three-quarters of a million people when the U.S. Census releases the 2020 population county, Polk County is no longer the sleepy county dominated by citrus, cattle and phosphate. Its growth has attracted exciting new companies like Nucor, Molecule and Prime Air while giving other companies like Peace River Citrus Products, Publix and Coca-Cola reasons to expand here.</p><p dir="ltr">We sit at the edge of greatness, a future filled with advanced manufacturing plants, high-tech medical firms, innovative research companies, autonomous vehicles and so much more. 						<title><![CDATA[How to be a good landlord/property manager:]]></title>
						<description><![CDATA[<p>1. <strong>Run Your Property Like a Business</strong>. Some landlords do a terrible job at running their business. It might be because they see it as a &ldquo;side-gig&rdquo; or a hobby&rdquo; more than a business. However, when you treat your business with the respect, systems, and organization that you would treat any other business venture, amazing things can happen. What contingency plans do you have in place so maintenance concerns can be resolved without your direct involvement (in case you happen to go on vacation the day something major happens)? When you shift your view as a landlord to a &ldquo;business owner&rdquo; &mdash; and treat your company as such - you will find far greater success.</p><p data-empty="true"><br></p><p>2. <strong>Don&rsquo;t discriminate, but screen, screen, screen.</strong> Perhaps the biggest error a landlord can make is letting in the wrong person. This can lead to late rent, trashed homes, and evictions. Do you think a car lot would give you a zero interest loan if they knew you didn&rsquo;t have any income and a deathly low credit score? Make sure tenants have a stable income, no recent evictions, no recent felonies, and good reference from past landlords. &nbsp;Be careful not to screen out tenants based on any of the protected classes, or you could find yourself in a lawsuit.</p><p data-empty="true"><br></p><p>3. <strong>Treat Your Tenants with Respect.</strong> Look &mdash; we don&rsquo;t have to like our tenants. However, don&rsquo;t allow personal feelings to get in the way of business. Tenants want to be treated fairly and be seen as an equal human, because they are (no matter your personal feelings toward them.) Just because you own some rental property doesn&rsquo;t make you a better person &mdash; so don&rsquo;t act like it. Treat each tenant with dignity and respect and it will come back to you in success.</p><p data-empty="true"><br></p><p>4. <strong>Don&rsquo;t Be Too Nice.</strong> Your job as a landlord is to be fair, not to be nice. Being too &ldquo;nice&rdquo; will give your tenants and others the invitation to take advantage of you. If the lease says rent is due on the first, expect your tenants oblige. By allowing your tenant to break the rules, you open yourself up to years of struggle and compromise that will ultimately lead to huge financial losses. There is a difference between respectful and being nice.</p><p data-empty="true"><br></p><p>5. <strong>Ask questions &amp; get help.</strong> I&rsquo;ve been in the property management business for 10 years and I still learn something new every day. I don&rsquo;t expect that to stop either. Ask questions. Get opinions. Whether it&rsquo;s a phone number for a service provider, help with an eviction, or just advice, reach out to other landlords for help. I love to talk to other property managers! If you don&rsquo;t understand, ask questions before you sign it.</p><p>2. <strong>If you don&rsquo;t know if it&rsquo;s allowed, get permission.</strong> &ldquo;These rooms could use a fresh coat of paint in a new, exciting color.&rdquo; &ldquo;Hey, we should get a puppy!&rdquo; &ldquo;Let&rsquo;s replace the light fixtures in the dining room.&rdquo; These all seem like tasteful upgrade, so clearly they are improvements to the place. Get the landlord&#39;s written permission first. If the lease says &quot;DON&#39;T,&quot; you must get the exception in writing (not a verbal, not a handshake &mdash; in writing) to make it a &quot;DO.&quot; Save the signed letter and keep it in a file. You&#39;ll need it later when you move out and your landlord has forgotten.</p><p>3. <strong>Put it in writing.</strong> If you have a non-emergency request such as a leaky faucet, submit the maintenance request to the landlord in writing. You can also follow up with a phone call. You can write a note to the landlord and submit it with your rent check. Or, you can fax or email the request as well. While landlords appreciate being notified of maintenance issues right away, keep in mind there are some small issues you need to take care of yourself. For example, if a light bulb goes out or the smoke detector needs a replacement battery &mdash; grab a step stool and swap it out on your own. No need to bother the landlord.</p><p>4. <strong>Treat &lsquo;em how you want to be treated.</strong> Be a respectful and courteous neighbor and tenant. Landlords don&rsquo;t like mediating arguments between tenants. Many of these issues can be resolved without involving the landlord. If you have problems with a neighbor, don&#39;t be passive-aggressive. Address the problem directly with the offending neighbor. The goal is not to argue or prove your point, but to create an environment where both parties can live peacefully.</p><p>5. <strong>Respect your home.</strong> Keep your house in clean and sanitary condition. If you have pets, pick up after them (inside and outside).</p><p>6. <strong>Pay your rent on time.</strong> Many tenants believe they have a &quot;grace&quot; period. Most leases will not charge a late fee until three to five days after the due date. Though this appears to create a grace period, it does not. If you pay rent three days late every month, you may never incur a late fee. However, when you move out and you need your landlord&#39;s reference, he can state you were late every month on rent.
